The U.S. Mission to Ukraine (U.S. Embassy Kyiv/EUR Bureau, U.S. Department of State) is offering a cooperative agreement to support the Mission Ukraine American Spaces Network by assessing war-related damage and helping restore and re-equip affected sites. The overall purpose is twofold: (1) bring damaged American Spaces back toward pre-invasion operating levels through targeted renovation and replacement of essential items, and (2) strengthen the network's ability to deliver consistent, modern programming during wartime conditions, including under displacement, partial occupation, and heavy political and economic pressure.

The project covers a network of 23 American Spaces across Ukraine, including nine Window on America Centers (often referred to as American Corners) in Kropyvnytsky, Kharkiv, Mykolaiv, Mariupol, Slovyansk, Uzhhorod, Vinnytsia, and Zaporizhzhia, plus 14 affiliated Window on America Centers in Cherkasy, Chernivtsi, Chernihiv, Dnipro, Ivano-Frankivsk, Kherson, Khmelnytsky, Kyiv, Lutsk, Rivne, Sumy, Ternopil, Zhytomyr, and Starobilsk. These spaces function as U.S. Embassy-supported platforms for educational, cultural, and public outreach activities, with a general emphasis on youth engagement.

A core requirement is a full needs assessment of physical damage across the entire 23-space network, completed in coordination with the Embassy and the local sites. After documenting the condition and needs of each location, the recipient organization is expected to carry out restoration and renovation for a targeted number of damaged spaces (the award does not require renovating all 23). Renovation work is expected to include attention to accessibility and practical usability, with an emphasis on making each space welcoming, functional, and adaptable for both in-person and online programming.

Beyond basic repair, the opportunity strongly emphasizes capacity building and modernization. That includes replacing furniture, improving lighting and fixtures so rooms can be quickly reconfigured for events and hybrid programming, updating signage and the overall look so the spaces clearly convey an "American look and feel," and purchasing technology and related supplies needed to run effective programs both online and offline. The recipient must also provide hands-on administrative and implementation support to the sites through consultations, coordination, and visits, ensuring renovations are executed properly and staff can actually use the upgraded equipment.

Programming expectations are specific and mission-driven. Each supported American Space is expected to run activities addressing: countering disinformation and building media literacy; skills development (including English language skills); education about Ukraine's reform path and European integration; civil society strengthening and efforts that build a more inclusive and cohesive society; promotion of academic and professional exchange opportunities; and support for internally displaced people (IDPs) and veteran communities through skills training and psychological support. The grant also seeks to improve collaboration across the broader American Spaces ecosystem (including America Houses in Kyiv, Lviv, and Odesa and the Window on America Centers) through joint online programs, working visits to share best practices on design/branding, and coordinated planning around technology needs and innovative programming.

Because the award is a cooperative agreement rather than a standard grant, the U.S. Embassy will play an active role throughout implementation. Embassy involvement includes guidance on mission priorities and program strategy, oversight of network development, and required approvals for key decisions such as renovation plans, major purchases (computers, equipment, furniture), and communication/branding plans (including logo changes). The Embassy will also guide film licensing and screening rules, set expectations for participant and visitor data collection and reporting (virtual and in-person), provide access to State Department digital products (such as OverDrive and eLibraryUSA resources), and approve any plan by the recipient to generate income connected to the award.

In terms of funding and timing, the opportunity anticipates one award with total funding up to $250,000 (AEECA FY24 funds), with a performance period of up to 18 months and an anticipated start date of August 1, 2024, subject to funds availability. The application closing date listed is May 16, 2024. Cost sharing is encouraged but not required, meaning applicants can propose matching or leveraged resources to strengthen competitiveness, but they are not obligated to do so.

Applicants must show experience working in Ukraine and must have a legally registered local office capable of providing ongoing oversight. They also must be able to administer every component described in the solicitation in close coordination with the U.S. Embassy in Kyiv. Finally, organizations must have a Unique Entity Identifier (UEI) and maintain an active SAM.gov registration to be eligible for an award.
