This wage context is meant to help clarify where benefit loss risks intersect with realistic earning trajectories, and to support an analysis that makes it clear when and under what conditions competitive employment becomes more advantageous than remaining within benefit limits.

Stakeholder engagement is built into the required approach. The contractor must hold one or more virtual convenings and is responsible for developing the invitee list and agenda. These sessions are meant to ensure meaningful input from key stakeholders, including disability organizations with expertise on the issue and people with disabilities who have directly experienced the income and asset barriers being studied. In addition to convenings, interviews with key stakeholders are required to gather detailed perspectives and evidence that can inform recommendations. The final product is expected to synthesize program review, state implementation analysis, wage comparisons, and stakeholder input into a set of practical, updated reforms that reduce the punitive effects of income and asset limits while maintaining access to essential supports.
