Opportunity Information: Apply for W9126G 21 2 SOI 4633
The Fort Polk Conservation Support opportunity (Funding Opportunity Number W9126G-21-2-SOI-4633) is a Department of Defense effort administered through the U.S. Army Corps of Engineers, Fort Worth District, to identify qualified partners to provide on-the-ground conservation and environmental program support at Fort Polk, Louisiana. It was issued as a Request for Statements of Interest (RSOI) for work anticipated to begin in 2021, with the intent to select one investigator or team to later submit a full proposal. The central purpose is to strengthen Fort Polk and Joint Readiness Training Center (JRTC) environmental and natural resources programs so the installation can keep training lands sustainable while meeting federal stewardship and compliance obligations, especially those tied to the Sikes Act and Fort Polk's Integrated Natural Resources Management Plan (INRMP).
Eligibility is narrow and tied to the Cooperative Ecosystem Studies Units (CESU) network. Applicants must be non-federal partners and must be members of one of three specific CESU regions: Great Plains, Great Rivers, or Gulf Coast. The award is expected to be a cooperative agreement (not a procurement contract), meaning the project must serve a public purpose and will involve substantial federal participation during performance. If awarded through CESU, the CESU Network indirect cost rate of 17.5% may be applied if both parties formally agree.
Funding for the base year was expected to be about $1.46 million (the posting also lists an award ceiling around $1.45 million), with the possibility of additional follow-on funding in later fiscal years if the work continues and funds are available. The planned period of performance includes a 12-month base period plus up to four additional 12-month option periods. Each year is described as having 10 basic tasks that are expected to be funded annually, along with up to 9 optional tasks that may be funded depending on conditions and installation needs.
The work itself is broad programmatic support to Fort Polk's Directorate of Public Works (DPW), specifically the Environmental and Natural Resources Management Division (ENRMD) and its Conservation Branch. Fort Polk manages a large training landscape (roughly 243,964 acres including U.S. Forest Service permitted lands) and must balance intense military training activity, including up to 12 annual JRTC rotations, with compliance under laws and regulations such as NEPA and the Sikes Act. The Conservation Branch spans multiple disciplines, including cultural resources management, pest management, threatened and endangered species management, NEPA compliance, maneuver damage, and overall natural resources management. The cooperator is expected to provide professional and technical support that helps implement and maintain the installation's key management plans and associated standard operating procedures, including the INRMP, the Endangered Species Management Component (ESMC), the Integrated Cultural Resources Management Plan (ICRMP), and the Integrated Pest Management Plan (IPMP).
Operationally, the partner needs the capacity to support Fort Polk on site and to work on a flexible schedule. The RSOI emphasizes adaptability to match Conservation Branch projects, special events, and coordination requirements. Anticipated activities include participating in coordination meetings with federal, state, and local agencies; collecting biological and field monitoring data (including mitigation monitoring) tied to management of game and non-game wildlife, botanical resources, threatened and endangered species, wetlands, and other water features; supporting watershed management planning; assisting with NEPA planning and documentation; providing GIS support; helping with logistics, database management, and reporting; and assisting with tracking and reporting requirements for computer equipment and related hardware/software connected to the network. Overall, the support is meant to keep environmental compliance and conservation measures integrated with the Army's training mission and to maintain the long-term quality of training lands.
For this stage, the government only requested a short Statement of Interest/Qualifications, not a full technical proposal or budget. Submissions were limited to two pages, single-spaced, 12-point font, and had to include basic organizational identifiers (name, organization, CAGE code, DUNS number, and contact email) plus a concise qualifications package. That qualifications package was to cover a biographical sketch, relevant past projects and clients with short descriptions, the staff/faculty/students available and their expertise, and any additional capabilities such as equipment or facilities that would help complete the work. Statements were to be emailed to the listed points of contact (Alisa Marshall, Grants Specialist, and Kathy Mitchell, Project Manager). The posting noted that the RSOI would remain open at least 30 days, with statements due by July 16, 2021, after which an installation review board would evaluate submissions and invite the best-matched respondent(s) to submit a full proposal based on demonstrated experience and capability aligned to the installation's requirements.Apply for W9126G 21 2 SOI 4633
